Job Description
Positioning and reporting
Under the authority of the Director General and under the direct supervision of the Head of the Digital Transformation and Information Systems Department (DTIS) and the functional supervision of the Infrastructure and Workstation Manager and in close collaboration with the DTIS team members.
Job purpose
The DevOps Engineer contributes to the digital transformation of WOAH by bridging development and operations. The incumbent will be responsible for designing, automating, and maintaining deployment pipelines, ensuring security, scalability, and reliability of digital platforms and services. The role supports OMSA’s mission by enabling robust IT operations and facilitating modern, agile practices across the organisation.
Missions and activities
Cloud Strategy & Architecture

Define and maintain OMSA’s cloud architecture framework and reference models.
Align cloud architecture with organisational goals, compliance requirements, and digital transformation objectives.

Design & Implementation

Design secure, scalable, and resilient cloud solutions to host applications, data, and services.
Ensure integration of cloud services with OMSA’s core systems.
Design, implement, and maintain CI/CD pipelines for OMSA applications and digital platforms.
Automate testing, deployment, and monitoring processes.
Build, provision, and deliver application infrastructure (Azure).
Manage hybrid and cloud infrastructures (Azure) following best practices for performance, security, and cost optimisation.
Implement Infrastructure as Code (Terraform, Ansible, etc.) to ensure reproducible and consistent environments.

Reliability & Monitoring

Ensure high availability, resilience, and performance of services.
Develop monitoring and alerting solutions (Prometheus, Grafana, Elastic Stack).

Security & Compliance

Apply cybersecurity best practices, in line with OMSA’s IT security framework and international standards (ISO 27001, NIS2).
Implement access controls, vulnerability management, and container security.
Work closely with partners, development, infrastructure, and data management teams to streamline processes.
Provide technical support and promote the DevOps culture within DTIS.
Support vendors during initial deployments and interconnections with other transversal services within the organisation (mainly CRM, Entra ID, Microsoft Fabric, and Power BI).
Ensure application handover and support to the managed service provider (monitoring and ticketing).
Maintain coordination with the Application Maintenance (TMA) team for infrastructure-related evolutions.

Governance & Standards

Review and evaluate vendor proposals during the tendering phase.
Provide governance and technical standards to vendors (technical components, architectural practices, security requirements, identity management practices, etc.).

Requirements
Qualifications and Experience

University degree in Computer Science, Engineering, or related field.
Minimum 3–5 years of experience as a DevOps Engineer, Systems Engineer, or similar role.
Strong expertise in CI/CD tools (GitLab CI, Jenkins, GitHub Actions, or equivalent).
Hands‑on experience with containerisation and orchestration (Docker, Kubernetes).
Proven experience with Infrastructure as Code (Terraform, Ansible).
Solid knowledge of cloud platforms (Azure, AWS, or GCP).

Additional experience (asset)

Knowledge of IT governance in international organisations or intergovernmental settings.
Familiarity with microservices and API management.
Experience with Agile/Scrum methodologies.
Experience with monitoring/observability tools (Grafana, Prometheus, ELK stack).

Expected Skills

Strong understanding of automation, CI/CD, and cloud‑native environments.
Knowledge of cybersecurity practices and compliance frameworks.
Solid troubleshooting and problem‑solving skills.

Additional Information
Working conditions

Salary: commensurate with qualifications and experience.
Type of contract: WOAH Staff – Fixed‑term contract.
Duration: Two (2) years renewable.
The post is a full‑time position based at the WOAH Headquarters in Paris and requires long hours in a seated position at a computer. It can entail missions abroad.
